Indonesia’s Carbon Market Enters a New Phase; Coordinating Ministry for Food Accelerates Implementation to Ensure Benefits Reach Forest-Adjacent Communities

After years of discussion, Indonesia's carbon market is now entering a tangible implementation phase. Today, the government marked this concrete step by issuing the Forestry Minister's approval for carbon trading projects and inaugurating the Indonesia Forestry Carbon Hub—a significant milestone in developing the national carbon market to meet international standards.

Coordinating Minister for Food and Chair of the Carbon Economic Value (NEK) Steering Committee, Zulkifli Hasan, emphasized that the government continues to remove various implementation barriers to ensure the carbon market does not remain merely a concept, but instead becomes a functioning economic instrument that delivers tangible benefits for Indonesia. Through inter-ministerial and inter-agency coordination, the government is accelerating the finalization of regulations, harmonizing sectoral authorities, and establishing carbon trading infrastructure that is credible, transparent, and trusted by the international market.

Today’s milestone also highlights the immense potential of Indonesia’s carbon economy. The approval granted by the Minister of Forestry entails the issuance of over 31.7 million tons of CO₂e carbon units from an area spanning approximately 224,000 hectares, marking an initial step in implementing Presidential Regulation Number 110 of 2025 concerning Carbon Economic Value. The government believes that the carbon trading ecosystem will drive up to USD 5.8 billion in green investment while accelerating the achievement of national emission reduction targets.

Zulkifli Hasan emphasized that the ultimate goal of carbon trading is not merely to generate high-value transactions, but to ensure that the economic benefits are directly felt by the communities that have been safeguarding forest areas.

“Communities living around forests must be the first to reap the economic benefits of carbon. Since they protect the forests, they should also derive added value from that forest conservation. The carbon market must serve as an instrument that fosters prosperity while simultaneously ensuring the sustainability of Indonesia’s forests,” said Zulkifli Hasan.

Moving forward, the government will continue to accelerate the completion of the entire national carbon trading infrastructure—including the launch of the Carbon Unit Registry System (SRUK), developed by the Ministry of Environment with the support of the Financial Services Authority (OJK)—to serve as the backbone of Indonesia’s carbon trading ecosystem. With an integrated, transparent, and high-integrity system, Indonesia is optimistic about becoming a key player in the global carbon market while establishing the green economy as a new source of inclusive growth for the public.
